Research Description
Note that several field operational tests have been funded but they are specific to particular industries or locations - we need to develop a generalized approach for implementing off-peak deliver, including estimating benefits to carriers (increased productivity/reduced cost), the public (reduced peak period congestion, air quality improvements), and identifying methods for incentivizing consignees to participate (e.g., secure delivery, financial incentives, etc.
