Research Description
This research would focus on where capital investments are required to provide the operations infrastructure to facilitate the "return to normal". Overlap could be in the area of ensuring that power distribution systems and communication systems that are critical to operating transportation systems are restored, that public transportation is up and running as quickly as possible, that revenue streams that fund transportation (e.g., toll collection and fare collection systems) are operational (either because they are adequately protected or there is sufficient redundancy to all continued operation), and other considerations. Just as we saw the emphasis on security following the September 11, 2001 attacks as an opportunity to make investments that support both security and operations, the increasing frequency and severity of natural events has placed greater emphasis on resiliency and we can similarly find ways to leverage resiliency investments in ways that protect critical infrastructure while also improving systems management and operations.
