Research Description
Researchers and practitioners have worked to store, organize, validate, combine, and analyze variety of data sets to create usable information and performance measures. These efforts have resulted in some relatively new and useful performance measures, such as those focused on freeway and arterial reliability. Even with all this activity, agencies struggle to consistently communicate the benefits of these TSMO strategies to the many different stakeholders in their areas, which range from agency leadership to regional partners, the public, and national organizations. These new measures do not paint the entire picture for each type of TSMO strategy, and there is little consistency and guidance to help agencies in this regard. The goal of this research is to define effective communication strategies for TSMO benefits.
